Shrewsbury-born Foulkes made 175 appearances for the Saddlers between 1945 and 1950, scoring six goals.
An accomplished centre-half, he played at schoolboy level for England and had trials with both Manchester United and Birmingham City before joining Walsall's groundstaff in 1938.
He turned professional during the war and made his senior debut against Norwich City in November 1945.
Foulkes would later move to the Canaries in 1950, going on to make nearly 240 appearances and earning a place in the club's Hall of Fame.
He later became player manager of Wisbech Town before moving on to King's Lynn and Ceyms FC.
