If finalised, the governing body is targeting a 1pm kick-off, but it is unclear if this game will be the only one moved, with the current schedule having it at 3pm on December 23.
The match will be moved for TV coverage, but the decision is likely to cause frustration among supporters, particularly Chelsea fans who will have to battle the weather conditions and disrupted travel to make their way north from London.
