The central midfielder is undergoing a medical today ahead of a potential £10million moved from the Tigers.
Yesterday, it was reported Hull wanted £15m for Livermore, having rejected Albion's opening bid of £8m rising to £10m.
But the two clubs have now settled on a fee for the 27-year-old, who is expected to complete his move this week and may be available for Saturday's game with Sunderland.
Head coach Tony Pulis only wants to add first-team players to his squad in this window, and it's believed he sees Livermore as direct competition for Claudio Yacob's spot in the team.
Pulis turned to Livermore after missing out on primary target Morgan Schneiderlin, who chose Everton over Albion and moved to the Toffees for a fee totalling £24m.
Albion have already let Craig Gardner join boyhood club Birmingham City on loan for the rest of the season and needed additions in central midfield.
The Baggies have also opened talks with Watford over the possible transfer of striker Odion Ighalo.
The 27-year-old has only scored one goal so far this season, but Albion are keen to bolster their forward line before finally selling Saido Berahino.
