The 26-year-old, who began his career at Premier League Sunderland, had been offered a new one-year deal to remain at the Banks's Stadium.
But the forward has instead opted to move on and is expected to sign for a club in the North East.
Cook netted nine times in 83 appearances for Walsall after joining on a free transfer from Charlton in 2014.
He said: "I just want to thank all of the fans for the constant support even through tough periods, also all the players and all the staff for everything over these past two great seasons.
"Made some great friends along the way and I wish the club nothing but success in the future which it truly deserver."
