The winger signed on loan from Middlesbrough on Thursday and admitted he was won over by the Banks's Stadium chief.
He has not played for Boro this term after suffering a groin injury and falling out of favour with Riverside boss and former Albion manager Tony Mowbray.
And Halliday insisted he could not say no to Smith.
"We only had a 10 minute chat and I could see he was very proud in what he does," said the 20-year-old, who is with Walsall until January.
"I knew a little bit about the manager as a lot of people have told me good things about him."
