Among them are nine new signings and 11 of last season's squad plus contracted player Sean Kinsella, who signed a one-year deal in May.
The ink has barely dried on the non-contract forms penned by ex-Rangers quartet Christian Dacres, Lee Downes, Jermaine Johnson and Alex Forde.
Chasetown's Player of the Year Jimmy Turner is also on board while Courtney Pitt and Danny Quinn played for the Scholars last season.
Liam Walshe captained Rangers in their 5-0 friendly win at Rocester on Tuesday where another new capture, Simon Everall, scored four goals.
A team's worth of the last personnel are staying at Marston Road with the goalkeeping base retained in Danny Read, Adam Alcock and Jordan Wood.
Last season's captain Michael Carr joins them in pledging his future alongside fellow mid-campaign arrivals Ryan Brown and Chris Morris.
Midfielder Kevin Street, winger Peter Heler and defensive duo Karl Espley and Ryan Dicker complete the list along with left-sided player Jon Sheldon.
Sheldon is set to go under the knife to correct a long-standing knee problem while Michael Morton has a hamstring injury.
Morton reported back for pre-season training but won't be offered a deal for next season until he has proved his fitness.
The club's other contracted player from last season, Luke George, is on trial with Blue Square Premier new-boys Hyde.
Manager Greg Clowes still has trialists on board, five of whom will feature in Saturday's friendly at Stone Dominoes.
The Rangers boss goes on holiday with assistant Dorian Garner and their respective wives to Spain after the match and return on Monday week.
First-team coach Mick Hathway will take charge for next Saturday's pre-season game at home to non-league top-flight Tamworth.
Clowes said: "Mick will be fine, I have no hesistation on that score, I have complete confidence in him. If I didn't, he wouldn't be my coach.
"He's had 12 months with us and I have been very pleased with his work. I also know he had an offer to go and work at Eccleshall.
"He told them he's got a really good job here and he didn't want to give that up. It's nice to be asked and I am pleased we have got him.
"There's enough experienced players in the squad to help him."
