Burr has attracted interest from a number of teams including league rivals Grimsby, who approached him about their managerial vacancy last March.
The 52-year-old then signed a new contract later that month, which ties him and his assistant Gary Whild to Aggborough until the summer of 2014.
The compensation figures involved with that deal may have put off new suitors but Serrell agrees the club must kick on to keep Burr at the club.
The England C assistant boss wants to leave the non-league club scene behind and Harriers are desperate to get back into the Football League.
Their forces combined could yet make it happen, as the team are still in with a chance of landing a place in the Blue Square Premier play-offs.
But, whatever happens, Serrell admits the club must strive to match the appplication shown by their manager if the two parties are to co-exist.
The chairman said: "I think we have got the best in the league, he's certainly the best Kidderminster Harriers could get.
"He's hot property and we want to keep him, we have our own ambitions and we want to be able to match his.
"We are realistic and Steve is very honourable and prepared to work within the budget we have got.
"Last year, Grimsby and a number of clubs were after his services but we haven't had any this season.
"He's on a long-term contract but we aren't going to be able to stand in his way if a Football League club come in.
"We, as a club, would like to be there as well, we have come a long way but we need to keep progressing."
