Their area title tussle is chief support to the rematch for the British cruiserweight crown between Enzo Maccarinelli and Shane McPhilbin.
Welborn took the belt from Sean McKervey last November and stopped another Coventry fighter, James Flinn, in five rounds to retain in March.
Derby's Haywood beat Wolverhampton's Dean Harrison to become English champion in 2008 and challenged for the Commonwealth title in 2009.
Another seven fights have been confirmed for the bill on June 22, which will be co-promoted by Frank Warren and broadcast on his televison channel.
They include two from across the Midlands, as Leicester's Ryan Hookway and Burton's Tom Shaw figure at welterweight and light welter respectively.
Coseley's Jamie Ball also returns to the ring coming off the back of a technical draw against Birmingham's Nasser Al Harbi in March.
Their stalemate allowed Andrew Lowe - who Ball halted to win the Midlands belt last year - to land a shot at the English light middleweight title.
Erick Ochieng will defend his belt later this month and, although there's no eliminator for Ball this time, it's another 10-round test for the 27-year-old.
Tipton's Lee Glover is scheduled to join him on the undercard, if he's resolved the 'personal issues' that forced him to withdraw from his last fight.
'The Tipton Slasher' did not box as planned at Walsall Town Hall last Saturday night but is still a part of the line-up after eight months out.
Stafford's Grant Cunningham and Stourbridge's Steven Pearce extended their undefeated runs on that same bill and will now feature at the Civic.
Cunningham, the undefeated middleweight from Moss Pit, goes looking for his fifth straight win while light welter Pearce is after his fourth victory.
Cannock's Dave Egan, the former Chasetown footballer, made his pro debut at Walsall and the welterweight now appears on a televised bill.
Near to 200 supporters cheered on the 28-year-old and Egan was back at Jon Pegg's gym in Birmingham last night to train for his next fight.
