The former British welterweight champion will face hometown hero Al Harbi in a 10-round main event at the New Bingley Hall on May 11.
Two weeks ago, Al Harbi headlined at the same venue in an English light middleweight title eliminator against Coseley's Jamie Ball.
The contest ended in a technical draw after four rounds because Al Harbi was cut to the right eye, from what was judged to be a clash of heads.
Now the undefeated Brummie has the chance to get back on a level pegging but faces a test in the vastly-experienced 35-year-old.
Mutley - real name Lee Woodley - will be pleased to be boxing at a 'catch' weight of 10st 12lb, having boiled down to 10st 2lb last month.
The veteran reached the semi-finals of the light welterweight Prizefighter for the second time and is still a feared puncher on the circuit.
Promoter Dave Coldwell said: "It's a crossroads fight and it will tell us a lot more Al Harbi. Mutley can bang but, if he gets beat, he's got nowhere to go.
"I think you are going to see him really up for this from the get go, there's a bit of needle between the two camps and it will all come out in the wash."
There's no title on the line or eliminator status, this time, but Coldwell believes a win over Mutley on Al Harbi's record could be the lift he needs.
He said: "At this stage now, when you have got a name like Young Mutley in there with you, every fight is an eliminator. All eyes will be on Nasser.
"If he was to win, I think it would put him in a great position for an English title shot and I think the kid has got a lot of talent.
"The Ball fight showed some good things about him as everyone expecting him to be boxing on the outskirts, trying to pick his way to a win.
"I think he was pressing more than not and it's a shame it got cut short."
Coseley's Tommy Ghent will join him on the bill, now the 19-year-old welterweight has recovered from a back injury.
Also in action will be Coldwell's new signing from Hatton Promotions, Kieran Farrell, the undefeated lightweight from Heywood in Lancashire.
Birmingham duo Calum Cooper and Craig Cunningham will join him on the undercard, with more fights to be announced in the coming weeks.
Cooper has three straight wins since his pro debut last September, while Cunningham has two since he turned over at the end of last year.
