The two go toe-to-toe in the champion's hometown of Blackpool on Saturday night in the main event at the Winter Gardens, live on Sky Sports.
Maxwell is the target of a revenge mission for Rose, who was left face down on the canvas after a brutal right hook in their first fight in May 2010.
Referee Steve Gray dispensed with the count before Rose could be counted out in the sixth round and the finish made it onto Sky Sports' Knockouts of the Year.
'Brian the Lion' has since rebuilt his career by winning English and finally British titles, dethroning Prince Arron on points in December.
Maxwell, meanwhile, has endured mixed fortunes in winning four out of six fights, losing to Tom Doran inside a round and drawing with Jez Wilson.
But the Jamaican-born Brummie received a rare slice of luck as the new champion looks to get his own back, in a voluntary defence of his title.
And Maxwell is looking to drag him back into the trenches as he looks to prove to Rose that he has his number.
He said: "I know he's going to want to box, so I am going to have to try and drag him into a fight. That's going to be the game-plan, to tell you the truth.
"I hit hard enough to make people not want to come in for a scrap and I can take a good punch, as well. I have got more resistance than he has.
"I hope he comes walking in, because I have got the power to make that happen again.
"But he's an improved fighter and his defences have become a lot better, he's worked on that and will be boxing on the back foot.
"Whoever stays mentally strong could win the fight but anything could happen on the night."
It's took until he reached 32 for Maxwell to get his shot, despite being an opponent for the last three British champions.
'Mad Max' floored Sam Webb but lost on points in March 2009, while he took a draw from Prince Arron nine months later.
Maxwell's 'anywhere, anytime' mantra has led to a chequered record of 15 wins, 10 defeats and three draws from 28 pro contests.
But the former Midlands champion believes he's got his just desserts and insists his will has found a way.
He said: "It's a big task, this is a revenge fight for him and a big opportunity for me. Our division is hot and he could have picked anyone.
"This is not just for me, this is justice for all of the fighters out there who go out and put it all on the line, on one or two weeks notice.
"Most fighters who have got to this stage have had all of their fights planned out for me, I have never had that.
"I don't care where I fight and I will fight anyone at any time."
