Mowbray said he and his staff have been big admirers of the Tottenham teenager, who was signed in the January transfer window, in training.
The 19-year-old's game time has been limited, however, to just a single start at Millwall in mid-February and a further seven cameos off the bench.
The head coach, whose side host Watford in the Championship in a must-win clash on Saturday, has instead given 'time and patience' to high-profile deadline recruit Adam Armstrong, but the latter has been misfiring and Mowbray suggested time for change is nigh.
"Yes (he's close to the starting XI). I think Lankshear's been unfortunate," Mowbray said.
"Dike, his lack of minutes - Daryl still doesn't train every day, he has a Wednesday or Thursday off because they don't want the load to be too much for him. They need to rest him up for a Saturday.
"Will is a young boy bursting out his skin to play and to score and show everybody what he can do.
"He's been unlucky that I've been trying to give Armstrong the time and patience to come good. There comes a time when it needs to change. Let's wait and see what selection we have at the weekend."
Albion won the race to loan Lankshear in the new year after the England youth international had clocked up six first-team appearance for Spurs this term, including two starts and a goal in Europa League action.
He impressed with early Baggies cameos but game time but offerings from the bench have for the most part been with a little more than 10 minutes left in games. Lankshear turns 20 later this month.
"Will is a brilliant guy, brilliant human being, a young man - but in training he's quite an angry man," added Mowbray. "He uses his body, barges people about, he doesn't just pass it into the corner, he really whacks it, takes the net off the goal.
"We, the staff, all like his attitude to want to score goals. He gets annoyed and angry if he misses chances. There are parts of his game he needs to tighten up, we talk to him about, but he's mobile, strong, big, he has a rocket in his right foot. He's not far away."
