Defender Bartley and winger Fellows missed out of Tuesday's 1-1 draw at Burnley due to injury and compassionate leave respectively.
But both trained for Mowbray's men on Thursday ahead of the Hull clash with the Baggies looking to sign off for the international break with a fifth win in six at The Hawthorns.
Experienced centre-back Bartley is managed during three-match weeks and his knee was swollen in midweek, thus Albion opted not to risk him. Academy graduate Fellows did not travel due to a family bereavement but he returned to training following Wednesday's day off.
Mowbray said of Bartley: "He trained today, so as long as there's no reaction from that he will train tomorrow and he'll have a fair chance of being involved at the weekend.
"He's an important player for us, a big character and voice, fingers crossed he comes through the session, which he appeared to."
He added of Fellows: "Tom trained today, it was his first day back. I had a little chat with him and he seems fine, seems as if he's putting himself forward for the weekend which is positive news for us."
Attacker Tammer Bany, the Danish winter winger recruit, is still out for another week or so with a groin problem.
Albion trio Jed Wallace (calf), Semi Ajayi (hamstring) and Josh Maja (ankle/foot) remain sidelined until after the international break and are pencilled in for an April return.
Right-back Darnell Furlong serves the second of his three-match ban for last weekend's red card in the victory over QPR.
Albion, meanwhile, have winger Mikey Johnston called up for Republic of Ireland international duty. Jayson Molumby has been omitted as he serves a one-match international ban.
