The Arsenal youngster was sent off for a foul in his own half on Matt Doherty in the game at Molineux in January.
The decision prompted outrage among pundits, with Alan Shearer labelling it the worst decision he has seen in a 'long time'.
The Premier League's key incidents panel stated that it was the wrong call from Oliver, who received abuse from Arsenal fans following the decision.
And now referees' chief Howard Webb has weighed in on the argument.
He has said the decision, which was upheld by VAR, was the wrong call but it wasn't a horrendous decision.
Speaking on the latest episode of Match Officials Mic'd Up - a Premier League Productions programme which analyses VAR decisions from previous gameweeks - Webb said: "From the outset, we would prefer a yellow card in this situation," added Webb.
"I've heard this described as a really horrendous officiating decision. It's not. I understand why the referee saw this on the day as a serious foul-play action."
The comments come after Arsenal were earlier this week fined £65,000 for failing to control their players in the aftermath of the decision.
