Sadler guided Walsall to six wins on the spin in December including victories over fellow promotion rivals Notts County, Port Vale and Doncaster Rovers.
The Saddlers extended their winning streak with seven games with a 2-1 comeback win over Notts County at Meadow Lane on New Year's Day.
That stretched their lead at the summit although the gap has been reduced to just 10 after Walsall's trip to Cheltenham Town was postponed last weekend.
David Artell (Grimsby Town), Karl Robinson Robinson (Salford City) and Andy Bromley (Bromley) are also among the nominees for the Manager of the Month award.
Stoke City loanee Lowe found the net five times and set-up one more in six league starts last month to move to the top of the goal scoring charts in League Two.
Lowe, who has scored 17 goals across all competitions including 14 in the league, won the EFL Young Player of the Month award for October last year.
The 19-year-old has been named on a four-man shortlist which includes Salford City defender Luke Garbutt, Colchester United full-back Ellis Iandalo and Bromley centre-back Omar Sowunmi.
The winners of the awards will be announced on Friday, January 10.
Walsall will be chasing a club record eighth consecutive league win when Tranmere Rovers visit Bescot in the lunch-time kick-off on Saturday.
