Port Vale wrestled back top spot after Ronan Curtis scored a stunning late equaliser to rescue a 1-1 draw at Cheltenham Town and hand them a slender one-point lead over the Saddlers.
The Valiants have collected back-to-back stalemates to allow Walsall to reduce the gap at the top and Moore admits his side need to seize the initiative more in games.
"If you want to be successful in games like tonight (against Cheltenham), you have to go and get the initiative and go and take the game," Moore said to the club.
"You can't sit back and wait, even though we had a lot of possession and a lot of control of the game in large parts. You have to go and take it. It is pushing the boys on more.
"If there is one thing we need to learn from that, we can't just hope the goal is going to come. We have to make it come.
"I think we had enough of the ball and got into enough threatening positions but we didn't make it happen.
"When games are like this, we have to have more impetus and demand more from each other."
Moore also welcomed back Kyle John back from injury in Gloucestershire and explained that fellow wing-back Brandon Cover was rested.
"We brought Kyle back in," Moore added. "Brandon has done superbly for us and has played a lot of football.
"We had the option of leaving him out because I just thought he has had a lot of football.
"Everything is fine and he will be ready to train and be part of the squad at the weekend."
