Silva, who is currently on season-long loan at Las Palmas, will be in the squad for their Nations League clash with Croatia on Monday night.
The 22-year-old had a mixed loan spell in Scotland with Glasgow Rangers last season after starting the campaign with Wolves.
Silva was awarded the number 9 shirt by Gary O'Neil, but soon fell out of favour and was allowed to leave on loan in January along with fellow striker Sasa Kalajdzic.
"We followed Fábio for months. He has very good movements, the ability to open spaces & play with his back to goal," said Martinez.
"Arriving at a new club gave him a greater impact in the area and his numbers have improved a lot. He is a different player."
The forward has netted three times for Las Palmas this season with the club currently sitting 16th place in La Liga.
With Portugal having already qualified for the quarter-finals, former Wolves winger Pedro Neto has been allowed to return to Chelsea.
