Kinsella will miss the start of the new Evo-Stik Northern Premier League season after suffering the injury in a kick-about with friends.
His ankle was put in plaster last week but the 20-year-old, as it stands, will still pick up a wage after signing a one-year deal in May.
With Kinsella the only player under contract, Rangers operate a policy of not paying any member of the squad who is not involved on a match-day.
And they will see where they stand with Kinsella, arguing that the injury occurred outside of their employment and is a breach of their agreement.
Manager Greg Clowes said: "Sean broke his ankle playing with his friends, he's in plaster now and I can't see him being a part of our plans for a while.
"I have got to have a look at the situation with him because, basically, he's suffered this injury outside of our boundaries.
"If you are under contract, you should only be playing sport for the club who are employing you.
"It's something the club have got to look into, myself and the chairman need to talk about it."
With up six weeks to go before left winger Jon Sheldon is fully fit after knee surgery, the Rangers boss will speed up the signing of Fabrice Kasiama.
Kasiama's on-off second spell with the club continues but the DR Congo wide man will feature at Norton United tonight and again tomorrow.
A strong Port Vale team come to Marston Road for Rangers' last home game of pre-season, with Courtney Pitt back after sitting out the Norton trip.
Vale today returned from their pre-season tour of Ireland and came to Rangers last summer for a friendly, a 6-2 rout for the Football League side.
But Clowes said: "It's clear, to myself and the people who have seen us play that this squad is better than it was last year.
"We have got to make it happen on the pitch and these lads are capable of that, if they can build relationships.
"That's what pre-season is for, getting these lads at the right fitness levels and working alongside each other."
