Rangers brought down the curtain on 2011-12 with a 4-3 defeat at Frickley last weekend, where they were 3-0 and 4-1 down.
That left Clowes' men in 16th place on 48 points, after a winless last seven games led to the Rangers boss re-evaluating his targets.
And the club's wait to be restored to the Blue Square North, where they were relegated from a year ago, may be put on the back burner.
The Marston Road chief came to the club with a three-year plan upon his arrival from Newcastle Town, which has been revised.
Rangers would have to improve beyond recognition to break into the promotion picture but Clowes is still looking up for next season.
He said: "Next season, we need to take small steps. I am being realistic, you not going to make up 25 points on the play-offs in 12 months.
"We could probably get in the top eight on around 60 points next season because another 12 points would shove us right up this league.
"To break through the 70 point barrier, after that, would be just four more wins for us."
