Jukes has signed non-contract forms at Marston Road to be propelled two levels up into the Evo-Stik Northern Premier League.
The 23-year-old has scored 17 goals in the Midland Alliance this season and has been watched by Clowes on a host on occasions.
The Rangers boss believes the 6ft 3in forward can bring the power he feels they have lacked since Chris Budrys left for Northwich in October.
Clowes said: "He could come and do well for Stafford Rangers, I think he would provide something we haven't had since Budrys left.
"He's a big, tall centre-forward who obviously knows where the net is, albeit at a lower level, but he's got the ingredients to do well.
"I think we are looking for players now who are a little bit more hungry and trying to get up the ladder, rather than down it.
"He's someone that we feel we can polish up a little bit."
Clowes also brought Sean Kinsella, another defector to Northwich, back to the club last week on a month's loan for a third spell at Marston Road.
The midfielder stands-by for this third home debut against Bradford Park Avenue on Saturday and Clowes believes he shouldn't have left in November.
He said: "Sean shouldn't have gone in the first place, in my opinion. He was offered a good contract to stay here.
"His season, as far as I am concerned, has never got going, it just hasn't panned out for him.
"But Sean brings quality and we will look at that situation again in a couple of weeks."
