The Rangers boss desperate to add a striker to his ranks and has already made an approach to speak to Agar, who is on the books at Stafford Town.
The 25-year-old has scored 37 goals this season in the West Midlands League, but Clowes is keen not to pin all of his hopes on the hitman.
Agar faces a jump of four divisions if he makes the move and is a finisher, whereas Clowes believes the squad are crying out for a target man.
That's the role Chris Budrys filled before defecting to Northwich in October and the manager agrees he hasn't really been replaced.
Clowes allowed Liam Shotton to rejoin Kidsgrove and has taken back ex-Rangers defender Jemiah Richards, a free agent, to assess his fitness.
But a big hole up top is the No 1 priority and Clowes has endured frustrations in getting the right man to Marston Road.
He said: "My target is to get a big centre-forward like Budrys who, obviously, went to Northwich for a package we could not afford to match.
"We haven't replaced him and I am looking for a big, competitive target man who force mistakes from defenders and put them under pressure.
"We are speaking to other clubs and I don't really want to go down the loan route, I want to bring somebody in who is going to be permanent.
"We have got targets but they come with a price and it's got to be right."
