Harriers can make emergency loan signings from today and were in the market for players before the transfer deadline passed last Wednesday.
Burr attempted to make a deadline day signing but was thwarted in his attempts to bring a midfielder, although he has other targets.
But the Harriers boss insisted it would have only been a 'bonus' signing, to fill the last gap in his squad vacated by the injury to Jack Cresswell.
Cresswell is now on the way to a first team return, after making a quicker-than-expected recovery from a groin problem, and played 45 minutes in a behind-closed-doors friendly at Crewe on Tuesday.
Striker Marc Williams picked up an ankle knock in that game but the injury is not serious and, by this time next week, third-placed Harriers could be back to full strength.
And, with that in mind, Burr is keeping his powder dry before looking to utilise the loan market, even after losing 2-0 to league leaders Wrexham last weekend.
He said: "It's too early to say, really, but it's not something we've really had to give a thought to because the squad has stayed relatively fresh and we're obviously delighted with the start we've made.
"The Wrexham game was a tough test for us but we gave a good account of ourselves and I think we showed we aren't too far behind."
The emergency loan window runs from today until November 24, but players can only be borrowed for a maximum of 93 days.
