The two-footed wide man has featured twice for Rangers, debuting as a substitute in last Thursday's win at Stone Dominoes before playing the full 90 minutes in Saturday's 1-0 defeat at Rocester.
The 17-year-old has raw potential and Clowes is convinced that, with the right coaching, the teenager could be turned into a seasoned performer for the Evo-Stik Premier League side.
Stevenson was turning out for Market Drayton Town and now faces a jump up in class but Clowes is convinced his wing wonder can make the grade.
He said: "Rob has done well and I am going to try and keep him here, he's a long way off at the moment and he's very raw but he has potential.
"He wants to come and play for us, he's a very open minded boy but there's things in his game that we have got to work on but, at age 17, most people have got things to work on.
"I have just been thinking to myself 'we have got to work on him now' because, in time, he could be a good player for this club.
"He's certainly very, very positive and he wants to beat players, he knocks a good ball in as well and he put two to three excellent crosses in on Saturday but we didn't put them away.
"However, there are aspects to his game that we need to put right, like when he hasn't got the ball."
