The 22-year-old became manager Steve Burr's second new signing of the summer on Friday and both are Harriers old boys, Williams spending three months at Aggborough last season while defender Luke Jones spent the 2008/09 campaign with the club.
Williams, brother of Harriers left-back Mike, left last November and returned to Wrexham, but was used sparingly and spent the bulk of his last six months at the Racecourse Ground playing for the reserves.
The striker had been with the Dragons for over 10 years and admitted he probably outstayed his welcome at the club.
He said: "I went back to Wrexham all guns blazing, feeling fully fit and managed to carry things on, in the reserves.
"I played 10 reserve games and scored 10 goals, including two hat-tricks, but I still couldn't get into the side so obviously that was a frustrating time.
"But these things happen in football, you have to keep picking yourself up and keep going. I had been at Wrexham since the age of 10 and perhaps that was too long.
"Sometimes you need a fresh start and I am excited about having that here."
Williams kept tabs on events at Aggborough through his brother while he was back in Wales, even watching the team beat Fleetwood in the last month of the season.
And that only made him want to come back to Harriers more.
He said: "It's a place I know, I am aware of how things work and what the people are about. When you move to a new club it can take time to settle in but that won't be a problem for me now, I've already done that.
"I came to the Fleetwood game at Aggborough and, to see me that night, you'd have thought I was part of the team then, and I'd only come to watch.
"That's the type of place this is, the lads are great and the people around the club are nice - it's something I want to be part of.
"I want to prove what I can do at this level and that I can score goals - I'm glad that the gaffer thinks I'm capable of that."
