Mills missed Monday's draw at Worcester, after being replaced against Harrogate last weekend, and is a major doubt for tomorrow's game.
But Elliott could welcome back captain Craig McAughtrie and utility man Alex Forde for the match at Borough Park.
Defender McAughtrie has missed the last six games with a hip injury, while Forde has been sidelined for a fortnight with a hamstring strain.
However, there is less positive news on Mills, although Elliott has not completely ruled the striker out.
He said: "Ben is a big player for us but I think he will be doubtful for tomorrow, definitely. It seems his ankle is a little bit worse than we thought.
"But he's quite a tough lad and, if there's any chance he can be available, I am sure he will be."
Rangers go into tomorrow's match with the advantage in their Blue Square North relegation fight, having climbed out of the drop zone by two points.
Immediate rivals Hyde entertain Hinckley tomorrow, but Elliott believes Rangers have form on their side.
He said: "We have got a difficult task tomorrow, it's a long old trip up to Workington but it's one we are looking forward to.
"We have got a spring in our step, a little bounce in ourselves and, over the last few weeks, we have built up our confidence away from home.
"We have proved to other people, not just ourselves, that we can get points on the road and that will prove invaluable for us, with the games we have to come.
"If we get on with our job, as we have done lately, hopefully that will bring us the rewards our hard work deserves."
