The 19-year-old has returned to England after leaving Maltese Premier League outfit Hibernians, who signed him to a full-time deal after League One club Plymouth agreed to cancel his professional contract at the end of January.
Kinsella spent two months on loan at Rangers from last November but opted against staying at Marston Road to play overseas, but has endured an unhappy time abroad.
The midfielder is now back home at Stone in Staffordshire and has already been in touch with Elliott, who was assistant boss to Tim Flowers when Kinsella was at the club.
The manager has agreed to run the rule over the former Stoke youngster at tonight's training session and could add him to Rangers' ranks for their Blue Square North relegation fight, with one eye on next Thursday's non-league transfer deadline.
Elliott said: "Sean has been in touch and he wants to come back, so that might be interesting. He's coming to training tonight and I am more than happy to have him involved, because he's a talented boy.
"He's got a lot to learn but he's a good footballer and has got something a little bit different to most players, but he needs to learn the defensive side of the game as well.
"It's another option for us and, hopefully, he will be a good addition to the squad."
The Rangers boss also drifted in Grant Goodhead for a second spell at the club this week, with the defender on the bench for Tuesday's Staffordshire Senior Cup exit to Kidsgrove.
Goodhead is working his way back from a hernia injury and has been brought in as cover, with captain Craig McAughtrie injured and Jermaine Johnson attracting interest from local rivals AFC Telford.
Elliott said: "Grant is pretty much back at full fitness, in terms of training, but he needs games.
"He's in a little bit of a difficult situation in that we haven't got a reserve side but he was happy to come along as part of the squad and, if necessary, he would have been used."
