The January scramble for new players has kicked into life this week, but Burr has been told to let players go before he can make new signings.
His Blue Square Premier rivals have wasted no time in adding to their squads and Burr has already seen two of his targets go elsewhere, with the January transfer window just five days old.
The Harriers boss was interested in York's Michael Gash and Oxford's Sam Deering, who have since gone out on loan to Rushden & Diamonds and Newport County respectively.
But other players on the manager's hit-list are still available, with former Harriers loanee Marc Williams out of contract at Wrexham while he is also an admirer of Kettering midfielder James Dance.
However, with the club facing a financial crisis, Burr must operate within his current playing budget, which will likely see players leave Aggborough this month.
He said: "If we are going to push on, we need to strengthen the squad, like a lot of our rivals around us are doing. But, with the way things are at the moment, we are not going to be able to do that.
"It depends on what we can do and what we generate within the club. There are targets out there I would like to bring in but, as it stands, I am going to lose out to other clubs.
"There are one or two that have already gone but others are still available, it's just frustrating that we can't move on them at the moment."
