The former England goalkeeper, who started his career at Wolves, will take charge after from caretaker boss Steve Wynn after Saturday's Blue Square North game at Nuneaton.
The 43-year-old replaces Chris Brindley, who quit nine days ago, and becomes the second high-profile former England international to manage Rangers in recent years, after Steve Bull's 10-month reign in 2008.
And Flowers has vowed to make his mark as boss at Marston Road.
He said: "I am very proud and privileged to be given the chance to manage Stafford Rangers, it's a super football club with a big fan base.
"I am not an idiot, I know it will be a tough job, but I will give it my heart and soul to the club and that is what I will expect from everyone else."
