The 27-year-old has dropped out of the top four picture by leaving Manchester United this summer, with Blues paying £6million to land a top-class replacement for Manchester City loanee Joe Hart.
Foster hasn't played for his country since facing Brazil in November 2009 but will now compete with Hart to play against Hungary on Wednesday, after Paul Robinson quit international football.
He said: "One of the main reasons I had to leave Manchester United was England. You have got to be playing in the Premier League.
"That's my aim for this season - do well for Birmingham and get back into the England team.
"It's no good when you're training and there's nothing there at the end of the week. It's nice to know I've got some football to look forward to.
"The last few years have been up and down, I've not known what's around the corner."
