Burr currently has 19 contracted players after rebuilding the squad in his first summer in charge, but has revealed he is still under the playing budget set by chairman Barry Norgrove.
However, there is not a lot left to offer any prospective new signing although the manager hopes there could be slight movement if required, with just two out-and-out strikers currently on the books.
Lee Morris and Nick Wright have been signed with Chris McPhee also able to play in attack if needed, but the Harriers boss has still been actively looking to bring another cost-effective option on board.
Burr wants something better than a squad player, although he will have to wheel and deal to pull it off and defender Gavin Caines could hold the key.
Caines is under contract but is not wanted at Aggborough and, after playing a game for Stafford Rangers this week, could be allowed out on a part-subsidised loan to claw back some of his wages.
But Burr is wondering whether it will happen quickly enough.
He said: "We are near enough finished with the players that we want to bring in, but a striker has become available who I would be very keen on getting here. He's been in somewhere and hasn't been taken on, but it might have come a bit late for us.
"It's whether now, with our finances, we can do anything. We are just under our budget at the minute, but it depends on what the lad is looking for.
"We could do with little bit extra to open discussions with, possibly if there's movement in Gavin's situation that could be of help to us."
