The manager has been left without a recognised frontman after letting the last of his forwards, transfer-listed Robbie Matthews, leave the club for Newport last week.
Sean Canham, a summer-long transfer target of the Harriers boss, turned down a move to Aggborough on the same day, opting to stay in the Football League with Hereford after his release from Notts County.
It left Burr back at the drawing board but there are still targets on his hit-list, with the need for a new striker top of his agenda.
He said: "We are still looking around, we have got one or two irons in the fire but I think things will start to move a bit quicker now we are back in pre-season. We have got over a month to so until the start of the season, so there's a number of positions we are looking at.
"But that's an area we have obviously been trying to strengthen, whether we add more than one in that area depends on what becomes available."
McPhee, captain last season, played as a striker for Burr on occasion last season. In fact, the 27-year-old played at the back, in midfield and up front in 2009/10.
The manager is eager to nail down a iron-clad position for what has become his utility man, but admits his versatility will always come in handy.
He said: "I will look at him as a striker and it may be that we may look at him up front to start with, although I would like to get him settled into one position.
"But, to be honest, with the small squad we will have, Chris' ability to play in a number of areas could be vital for us."
