Hankin was a free agent after leaving Stalybridge Celtic at the end of last season and is reunited with manager Steve Burr, his boss at the Bower Fold until January.
The 25-year-old becomes the fourth new signing of the summer after the arrivals of goalkeeper Danny Lewis, defender Lee Vaughan and former Stalybridge team-mate Keith Briggs.
A right winger, Hankin is coming in as a like-for-like to replace top scorer Brian Smikle, who has left to rejoin former Harriers boss Mark Yates at Cheltenham, with his terms to start when the players report back for pre-season training on July 5.
It's a second shot at the full-time game for the new-boy after dropping out of Preston's youth ranks, resurfacing at Clitheroe and Bamber Bridge before being taken under Burr's wing at Stalybridge last summer.
The wide man made 40 appearances in the Blue Square North over 2009/10 but never seemed to recover from the loss of his mentor, who left for Harriers at the start of the year.
And the Aggborough boss is delighted at the opportunity of working with one of his star finds again.
The manager said: "I am really looking forward to working with Dave again, he is a player with real potential.
"He can get on the ball, run at defenders and get more than his share of crosses into the box. He is also a big presence on the pitch at over 6ft tall.
"There were clubs interested in Dave but he has just moved into the Birmingham area, which was a real plus for us and geographically is ideal for the player as well."
