Rangers have already lost two players from last season's starting line-up, after right-back Ashley Wooliscroft joined AFC Telford and Player of the Year Tom Thorley signed for Worcester.
Both left for good deals elsewhere for the sort of money Brindley does not have at his disposal, in Wooliscroft's case a two-year deal was on the table at the Bucks Head - the same offer that persuaded Rangers assistant Darren Read to leave this summer.
Now the manager has explained his ethos on player recruitment - hold out in a transfer marketplace swamped with good players fallen on hard times in the economic climate and wait to attract a better standard of signing as the season looms on the horizon.
The club may not be able to compete with the financial big guns in the Blue Square North, but the Rangers boss remains confident of his chances at putting together a good team for the campaign ahead.
He said: "We would like to get our squad sorted early, but the only way you can get players to sign at this time of year is to throw money at them. I understand the fans frustration when they see other clubs making signings but, in our situation, we just have to be patient.
"If I offer a player a certain amount of money, another club comes in and offers £60 or £70 more, so it's nigh on impossible to get people to commit. I just don't have the financial clout to compete at this stage of the summer.
"I could sign a full team tomorrow for what we can offer - and they probably wouldn't win a game. Wait and better players will become available for the same money, so shouldn't we hold on?
"There's 100's available, but I haven't got one penny at this football club I can waste. I can't go in sign and commit to people, only to regret it later on."
