Sources confirmed to the Express & Star today that the Scotland international is having discussions about a move to Molineux.
The news comes despite chief executive Jez Moxey claiming two weeks ago the Clarets frontman was not on boss Mick McCarthy's hitlist.
Moxey said: "I know what I'm dealing with and he's not one of them."
But things have clearly moved on and Fletcher has now emerged as Wolves' main summer transfer target, for a fee expected to eclipse the £6.5million Wolves paid Reading a year ago for Kevin Doyle.
It has been reported that Wolves duo Wayne Hennessey and Chris Iwelumo could be part of the deal, switching to Turf Moor on loan, although the latter knew nothing of the prospect today.
Fletcher was Burnley's 12-goal top scorer in the season just gone, but his eight-goal Premier League tally was not enough to prevent the Clarets being relegated.
Born in Shrewsbury, the 23-year-old moved north of the border after his father, who served in the forces, died when he was 10.
The forward joined Burnley from his only other club Hibernian last year, where he scored 52 goals in 189 games, although 53 of those were as a substitute.
Wolves have been searching for a striker to boost their tag as the Premier League's lowest scorers and have already been snubbed by Aruna Dindane, while Frederic Piquonne, Dave Kitson, Nicky Maynard and Gary Hooper have also been linked with a move.
But Iwelumo today poured cold water on a story linking him to Burnley as part of the Fletcher deal.
He said: "I've not heard anything about that, to be fair. To be honest, I'm just starting my off-season programme now and focusing on hitting the floor running come July.
"I've had a disappointing year or so with injury, having stayed away from that all my career, and it's been a hammer blow.
"I'm a positive guy, I just love playing football and, wherever that's going to be, I'm going to be in the best shape of my life.
"Burnley are a fantastic club, but the most important thing for me is being in the best shape I can at the moment."
