Boss Burr has had a fair idea of what he will have to work with since the closing stages of the season, but is seeking clarification before making final calls on players coming in and - just as significantly - out of Aggborough.
Just four of the current playing squad are under contract for next season with captain Chris McPhee, assistant boss John Finnigan, midfielder Jack Byrne and striker Robbie Matthews having a year left on their deals.
That leaves the likes of highly-rated defender Martin Riley, goalkeeper Dean Coleman, winger David McDermott and top scorer Brian Smikle in limbo as to where their futures lie for next season.
Most of last season's loan brigade are also available as the likes of Port Vale duo Luke Prosser and James Lawrie have been released by their club.
It leaves Burr with plenty of work to do when the green light is given, and the Harriers boss is hopeful of getting started before the week is out.
He said: "We have got a few decisions to make yet and I have got a meeting with the chairman later this week about the budget.
"There are plenty of names out there linked with us at the minute and I am interested in all good players, but until I am absolutely certain of what the budget is we will have to just wait and see.
"We have players here who are awaiting word of what we are working with and some of the ones we would like to keep we might not be able to."
