The decision for 2010 was made by the sport's promoters at their annual conference in Bournemouth.

But unlike last season, when sides were allowed to strengthen after 12 matches, the new limit will apply throughout the season.

The EL title will again be decided by a top four play-off, but the eight and four-point advantage given in the semi-finals to the teams finishing first and second has been scrapped.

No team changes will be permitted after September 15, bar riders returning to their side after injury. The decision will prevent clubs strengthening specifically for the play-offs.

The green helmet colour will revert to white, putting the sport in this country in line with speedway elsewhere.

In a bid to lift the prestige of the Elite League Riders Championship, it will feature the top rider from each club plus seven invited competitors, possibly including those involved in the Grand Prix series.

There will be no seeding for the British Final. Qualification will be through two semi-finals with the top 32 riders, based on averages, invited.
