The 25-year-old entered the fray shortly after the hour mark and made an immediate impact, helping Harriers turn a 1-0 deficit into a rousing victory.
After his first touch had set up the opportunity for Neil MacKenzie to grab a 63rd minute equaliser. He then created the chance for Brian Smikle to put Mark Yates' high-flyers ahead five minutes later.
Matthew Barnes-Homer completed the tally in the 74th minute, to enable Harriers to bounce back in style from a defeat and a draw in their last two outings.
Moore also had a couple of shots well saved in a lively performance which came in for praise from Harriers' assistant boss Neil Howarth.
He said: "Stefan showed quality for the first two goals. He did really well and credit has to go the chairman for allowing us to bring him here."
Liam Daish's Ebbsfleet took the lead in the 15th minute through Ricky Shakes, but they soon began to sink when Moore replaced Darryl Knights, who was in the starting line-up as cover for injured leading scorer Justin Richards.
Moore began to turn the match on its head when he provided MacKenzie with the opening to notch his first goal, since returning to Aggborough on loan from Notts County.
The striker then knocked in a cross for Smikle to net his fourth goal in five matches.
Harriers, still only three points adrift of table-topping Crawley Town, completed their fightback when Barnes-Homer struck his sixth goal of the campaign.
Fleet goalkeeper Lance Cronin then pulled off a couple of fine saves to thwart Moore, in a spirited Kidderminster revival.
Howarth said: "To do it by coming back from a goal behind means that plenty of credit has to go to the players because they showed a lot of bottle."
He his now urging Harriers to reproduce their battling qualities on Saturday when they visit high-riding Kettering Town.
