The home side started well and former Walsall striker Matty Fryatt scuffed a shot wide from 18 yards.
The Blues went in front in the 27th minute. David Murphy burst down the left and, when his low shot was parried out by Paul Henderson, Sebastian Larsson was on hand to fire home.
Just 10 minutes before the break the Foxes were level, thanks to a spectacular Fryatt strike. He turned and unleashed a terrific 25-yard curler that gave goalkeeper Colin Doyle no chance.
With just 12 minutes left on the clock, Phillips showed his poaching instincts to head home, after Jerome had flicked on a Larsson corner.
It looked as if City had snatched a draw, when Levi Porter drilled home a 20-yard effort with just two minutes remaining.
But Phillips was not to be denied though and he snatched victory at the death, after a pass from Jerome with an angled drive from the edge of the area.
