Harriers claim the Saddlers lodged an offer for the England C international that has been turned down by the Blue Square Premier outfit.

Sources at Walsall admit contact was made with the Harriers about Penn but deny a bid has been made.

Harriers chairman Barry Norgrove said: "We received an offer from Walsall for Russell but it was nowhere close to matching our valuation of the player.

"He's one of our best players and has also performed excellently for the England C team last season.

"We didn't think the bid reflected his ability."

Penn has made 129 appearances at Aggborough since his arrival in 2005.
