Central defender Perry, 25, arrives from Chasetown as a straight replacement for departed club captain Richard Brown, who has signed for Shifnal Town after seven seasons at Dales Lane.
The former Willenhall Town skipper certainly has experience of the area, having also represented Walsall, Albion and Kidderminster among others.
Exciting young striker Wilkes is already known to the Pics, having spent a period on loan at Dales Lane last term.
The 18-year-old former Birchills United star joins after his release from Walsall.
Other good news for Holleran comes in the form of his retained list, the most notable being 16-goal top scorer Richard Beale and highly-rated goalkeeper Tony Breeden.
