Hamill's 2005 campaign was all but wiped out following an horrific crash at Swindon.
But the 1996 world champion made a highly successful return to the track with Wolves last season.
The Coventry loanee put nearly a point on his average and rode in all bar two of the Parrys International Wolves' Elite League matches.
"We have agreed terms with Billy Hamill," said Wolves promoter Chris Van Straaten today. "Obviously he's a very, very major part of what we are trying to do.
"I'm delighted that he's on board for a second successive season."
The deal comes just days after Wolves agreed terms with club asset David Howe, who was on loan at Oxford last year.
"His record is very similar to David's in that he had virtually a full injury free season last year," said Van Straaten.
"I think there's a lot more to come from Billy now that he's settled."
Wolves remain in negotiation with last season's other major players Swedish pair Peter Karlsson and Freddie Lindgren.
"That's one of the big three tied down and two to go," said Van Straaten.
"I must also thank Coventry - their attitude has been exemplary from early September when we asked permission to include Billy again this season."
There had been concern last season that Hamill's distinguished record with Wolves' rivals Cradley Heath and Coventry might count against him with some of the Wolves fans. But the 36-year-old Bullet's whole-hearted commitment made him a big hit.
At the club's annual awards dinner he was visibly moved to win the Stephen Paul Babb Trophy for most entertaining rider.
"His family said afterwards that they really enjoyed the function and the club atmosphere," said Van Straaten.
"At this stage in his riding career enjoyment is probably the biggest factor.
"I think we will see even more from him this coming season," he added.
