The 24-year-old Monmore asset revealed in the Express & Star that he rejected an offer from Premier League Edinburgh in order to commit himself to the top flight.
Howe, who spent the 2006 season on loan at Oxford, made it plain that he would love the chance to return to the Parrys International Wolves. Now Van Straaten is to meet the rider for talks.
"I'm meeting up with David to establish his thoughts on where he thinks his future is," said Van Straaten.
"His press comments obviously suggest that's in the Elite League, and if he wants to return to Wolverhampton then naturally I will take the conversation on from there."
Wolves have already declared their intention to re-sign last season's top three of Peter Karlsson, Freddie Lindgren and Billy Hamill.
Under the 42.5-point limit there is not too much room for manoeuvre lower down the team.
But Howe, with his reduction for being British, would come in at under five and a half and merit serious consideration as Wolves try to boost their middle order.
The rider lost considerable local sponsorship when moving to Oxford and would be confident of setting up new deals.
