Arrest all those who hunt foxes
The fact about fox hunting, the only way for it to be legal, is if it is in a fenced off enclosure, where there are no foxes.

Anything less is illegal, false cent trails, attract foxes like a lure. There are no accidental kills in fox hunting. Anyone who takes part in the fox hunting, should be arrested, as a criminal gang if necessary.
