20mph roads plan for West Bromwich accident blackspots

Highways chiefs are planning to bring in 20mph zones in accident blackspot areas in West Bromwich.

It comes after it was revealed that there have been 24 casualties over a five-year period. Council bosses want to enforce the traffic calming scheme on Hollyhedge Road, outside Pennyhill Primary School.

Nearby Hartland Road and Pennyhill Lane have also been earmarked for the calming measures, and could come under review after the initial scheme is complete.

n summer 2015, 12-year-old Amar Atwal died after he was thrown from a car which landed on its roof following a two-car vehicle smash in Hollyhedge Road.

Councillor Liam Preece, who represents the Charlemont with Grove Vale ward, spoke of his support for the scheme, having witnessed the tragic accident.

He said: "It is just not safe. We feel it is important that we put the safety of the children first.

"Last summer I witnessed the shocking accident on Hollyhedge Road where sadly the boy lost his life. There have been other fatalities there too – so I do support this scheme."

If implemented, the scheme would cost around £150,000 and be funded through the West Midlands Local Transport Capital Plan allocations for 2016/2017.

In a review of accident records between January 2010 to December 2015, it was revealed that there were 12 personal injury collisions resulting in 24 casualties across Hollyhedge Road and Hartland Road.

Letters detailing the proposed scheme were delivered to more than 500 properties in the area last month. Six objections were received due to worries about congestion.

"The measures could be implemented on Hollyhedge Road but not Hartland Road.

"But Hollyhedge Road is the fastest road and a lot of people go quicker down there, so although I would support the the decision on both roads I would also be happy to have it just on Hollyhedge Road too.

In recent years, safety bosses highlighted 'dangerous and chaotic parking' in the streets surrounding Pennyhill Primary School.

Council officers looked into providing additional off-road parking in order to reduce the risk of accidents.

A decision about the proposed traffic calming scheme will be made at a Highways and Environment Decision Making Session on Thursday.
