‘Decaying’ leather factory to be transformed as plan to 'enhance' building is approved

A ‘redundant and decaying’ old leather factory will be transformed into new apartments after plans were given the go-ahead.

A proposal had been put forward by Second City Housing Ltd to convert Hatherton Works, in Leamore Lane, into 15 new flats and Walsall Council planning officers granted the ‘prior approval’ being sought.

The three-storey building, built in the 19th century, had been listed as up for sale on Proplist with an asking price set at £350,000.

In the application, the developer said it was situated in a predominantly residential area and would be a ‘car-free’ scheme and would have minimal impact on neighbours.

A heritage statement submitted by Apse Building Design said: “This prominent corner building was used for the manufacturing of leather goods. It is a fine example of architecture of this period.

  • It has been subject to structural movement over the years and repair works have been undertaken to stabilise and rectify the situation.

  • Due to the decline of manufacturing in this area and there being no car parking the building is no longer functionable as a commercial concern

  • There are no external changes proposed therefore there will be no impact on the look of the building.

  • There are no architectural features internally and the building has already been carved up to form offices etc.

  • The conversion of this building will help to preserve this redundant and decaying building.

  • It will also help to regenerate the area with additional housing provisions benefiting local shops and services.

“We are of the opinion that the proposed works would not be detrimental to the character or setting of the non designated Heritage Asset and the proposals would seek to enhance the building by its conversion.

“It would not create significant harm to the area or have any affect on neighbouring properties.”
