The site, off New Bond Street and Prospect Row, has been standing empty for more than 10 years.

The development would include 17 apartments, consisting of one and two-bedroom homes.

Planning documents state the unused site has been subject to anti-social behaviour over the years.

In a design and access statement, submitted with the plans to Dudley Council, it states: "The site is a vacant and derelict piece of land, currently unused.

"The site has been largely cleared and is predominantly hardstanding with no trees of merit and only scrubland-type vegetation typical of derelict land.

"There are vestiges of former garages and a workshop building on the site, together with hardstanding areas and varying boundary treatments, all of which are becoming overgrown and the subject of anti-social behaviour.

"The proposals comprise of comprehensive redevelopment to provide a residential scheme more suited to the town centre location. The proposal will maximise the potential of a vacant and derelict site to provide a quality, safe and accessible residential development.

"The proposed development would significantly improve the overall appearance of the street scene in that it would secure, if implemented, the removal of an unused, unsightly and derelict site which attracts anti-social behaviour and unlawful tipping."

A decision on the plans for the apartments will be made by Dudley Council in the coming months.
