The scheme, submitted by Maximus Strategic Land, is earmarked for land at Sandon Road in Hopton.

The development would be located just north of the barracks.

The land has actually been deemed suitable for more than 3,000 homes in the site in the long term.

Stafford Borough Council's planning committee are set to make a decision on the application on Wednesday but officers have recommended it be refused.

A planning officer's report states: "There are fundamental objections to this outline planning application. The principle objections are: absence of a masterplan, lack of education provision, inadequate transport assessment, and absence of a flood risk assessment."
