The building, which opened in 1974, was effectively handed a death sentence in 2009 when English Heritage failed in a bid to get it listed.
The concrete surroundings of the Central Library, which shut after the new £188 million Library of Birmingham opened in 2013, will be demolished as part of the revamp.
It is part of the wider development of Paradise Circus, which developers describe as a 'one-in-a-lifetime' opportunity.
A sweeping outdoor route shaped by modern offices, shops and public spaces will be created to rejuvenate the tired city centre location.
