The site, called the Icknield Port Loop and near Edgbaston Reservoir, already has outline planning permission for 1,150 homes and would create 'a significant number' of jobs.
The scheme, a joint project between Birmingham City Council and the Canal and River Trust, went on display to potential private sector partners at an international real estate fair in Cannes today.
The council is hoping to find a partner to deliver the development, and to take a 50 per cent stake in the scheme.
A hotel and swimming pool, as well as more than 6,000 square metres of retail and commercial space, could also be built.
