Around five caravans are currently on the lower car park by the Dudley Wood playing fields at the back of the Learning Centre and Library pavilion.
Residents say that they arrived yesterday afternoon.
The fields are close to Dudley Wood Primary School
Fears of clean up costs are already being raised.
Councillor Jackie Cowell, who represents the ward, said: "The problem is the litter that is left behind. This is the second time that they have come to this spot now. We can't say when they will be moved on yet but the police are aware of the situation."
