The youth, from Netherton, who cannot be named for legal reasons, was arrested on Monday and has been charged with two counts of robbery.
He was remanded in custody at Dudley Magistrates Court yesterday.
He is due to appear next at the same court on December 22.
It comes after CCTV footage was released last week after a young couple were targeted along the canal near Cradley Road, Netherton.
It is alleged that the two 19-year-olds had their bank cards stolen which were then used to withdraw money from cashpoints.
West Midlands Police said the victims were left 'badly shaken' following the incident.
